French energy company TotalEnergies entered Uzbekistan’s renewable-energy market through its affiliate Total Eren, developing the Tutly solar power plant in the Samarkand Region as its flagship project. The utility-scale facility represents a total capital investment of approximately €100 million, backed by an €87.4 million syndicated financing package from the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), and Proparco. Commissioned in 2022 with an installed capacity of 100 MW, the plant operates under a long-term power-purchase agreement with Uzbekistan’s national grid and generates approximately 270 GWh of electricity annually for thousands of inhabitants in Central Asia’s most populated country. The project helps avoid 160,000 tonnes of CO2-equivalent greenhouse gas emissions each year while improving living and business conditions in the region. As one of Uzbekistan's earliest utility-scale solar installations, TotalEnergies’ investment demonstrated the nation's ability to attract private foreign capital into clean energy, introducing international technical expertise and advancing the transition toward a lower-carbon power system.
