The Investment Promotion Agency under the Ministry of Investment, Industry, and Trade of the Republic of Uzbekistan (Agency) is committed to cultivating a dynamic and investor-friendly environment. Established in 2019 the Agency serves as a vital “One-Stop-Shop” for foreign investors exploring the abundant opportunities in business-friendly Uzbekistan. As the primary point of contact with the state, we simplify the investment process by providing comprehensive support and guidance, ensuring that investors navigate the regulatory landscape with ease.

Key functions
The Agency performs the following key functions in the field of investment attraction:
- Participates in the development and implementation of state, regional and sectoral investment programmes with regard to projects involving foreign direct investment.
- Submits proposals on identifying priority sectors of the economy and key industries for attracting foreign direct investment.
- Assists government authorities and organizations in developing prospective investment proposals and projects and identifying potential foreign investors.
- Analyses and organizes information on issues faced by foreign investors and develops proposals to enhance the effectiveness of investment activities.
- Participates in preparing proposals to improve legislation in the field of foreign investment attraction, as well as to support and protect the rights and legitimate interests of foreign investors.
- Provides foreign investors with information on the regulatory and legal framework governing investment activities and available investment opportunities, including incentives, preferences, priority sectors and infrastructure.
- Provides foreign investors with legal and advisory support throughout all stages of the investment cycle.
- Provides services for the preparation and formalization of the required documentation, including investment proposals, project profiles, pre-project and project documentation, investment agreements and other relevant documents.
- Assists foreign investors in identifying and acquiring land plots, vacant and underutilized real estate assets, as well as in preparing documents required to obtain public services and permits.
- Explores, jointly with credit institutions, opportunities for attracting financing to co-finance investment projects.
- Ensures the prompt review of foreign investors’ applications and requests with the involvement of relevant government authorities and organizations.
- Organizes meetings and negotiations between foreign investors and government authorities, organizations and domestic entrepreneurs.
- Facilitates the organization of reciprocal visits by foreign investors to Uzbekistan and domestic partners to foreign countries.
- Develops and regularly updates an electronic database of prospective and ongoing investment projects involving foreign investment.
- Maintains records of ongoing investment projects and foreign investments attracted and utilized, broken down by country, region and sector of the economy.
- Prepares statistical and analytical information on the status of foreign investment attraction and utilization.
- Conducts systematic monitoring of investment project implementation and submits proposals to improve the efficiency of project implementation.
- Ensures the publication of information on prospective investment projects on the Internet for potential foreign investors.
- Ensures continuous coverage of the country’s socio-economic development and ongoing reforms to inform potential foreign investors.
- Evaluates the effectiveness of investment project implementation, conducts surveys of experts and foreign investors, and develops a database of successful projects.
- Participates in the preparation of materials on the economic, industrial, technological and resource potential of the Republic of Uzbekistan, as well as measures to support foreign investors.
- Prepares and publishes business guides, specialized publications, brochures and other information materials on attracting foreign investment.
- Prepares presentation materials and videos on the investment potential of the Republic of Uzbekistan.
- Ensures the systematic placement and updating of information and promotional materials on the investment potential in the mass media and on the Internet.
- Organizes investment and business forums, conferences, round tables, seminars and other events in Uzbekistan and abroad.
- Conducts comparative analyses of the investment climate in foreign countries and develops proposals to improve the investment environment in Uzbekistan.
- Monitors ratings of the Republic of Uzbekistan issued by international rating agencies and financial institutions, analyses the factors influencing such ratings, and participates in the preparation of proposals to improve the country’s international ratings.
- Conducts surveys among foreign investors and representatives of foreign countries regarding the business environment and investment climate in Uzbekistan.
- Studies international best practices in enhancing a country’s investment attractiveness and prepares relevant reviews and recommendations on investment strategy.
- Facilitates comprehensive cooperation with relevant agencies, organizations and other entities of foreign countries in the field of investment activities.
