Does the project meet the requirements?
Before applying, check the project against Articles 15, 16 and 19 of the Law and prepare the documents according to the list in Article 26.
Eligibility check
Is the project outside the activities prohibited by Article 19 (alcohol, tobacco, cement, bricks, waste processing, etc.)? ZRU-604, Art. 19
Will at least 90 percent of the company's employees be citizens of Uzbekistan? ZRU-604, Art. 40
Are sources of financing available? ZRU-604, Art. 15
Does the project match the zone's industry specialization? ZRU-604, Art. 15
Do the equipment and technological processes meet modern energy efficiency requirements? ZRU-604, Art. 15
For a free economic zone: is the product not manufactured in Uzbekistan, or is local output insufficient to cover the domestic market? If the project is fully export-oriented, select “Yes”. ZRU-604, Art. 16
For a free economic zone: does the HS code change within the first 4 digits, or does value added increase by at least 30%? If it is a fully export-oriented project, select “Yes”. ZRU-604, Art. 16

What the application asks for
The standard form in Annex 2 to the regulation consists of four sections. Prepare the information in advance. CMR-452, Annex 2
- Organization name and country of origin
- Date and place of state registration, founders
- Legal form, shares in the charter capital and form of contribution
- Address and TIN
- Name, purpose, annual production capacity
- Product or service, HS code (10 digits)
- Volume for export and for the domestic market, annual tax revenue
- Composition and share of raw materials, localization level
- Standards, trademark, production start date, jobs
- Optional: proposal on the auction starting price and annual rent
- Required land area (ha) and production floor area (m²)
- Electricity (kWh/year) and capacity to be installed
- Natural gas (m³/year) and pressure, drinking and process water
- Pollutants and waste
- Project cost and sources of financing
- Cost of machinery and equipment (local and imported), cost of construction and installation works
- Working capital
- Form and schedule of investment, payback period
Calculating the localization level
LL = (1 − I / C) × 100%
I — cost of imported raw materials, materials and components (including customs payments), C — unit production cost. Imported raw materials purchased from a local supplier are not counted as local.
